Solons seek probe of the agrarian reform program in Mindoro

Rep. Teddy Brawner Baguilat, Jr. (Lone District, Ifugao) has called for a congressional inquiry into the implementation of the agrarian reform program in the ancestral domain of the Buhid Mangyan in Oriental Mindoro.

In filing House Resolution 1623, Baguilat urged the House Committees on Agrarian Reform and the National Cultural Communities to invite the officials of Department of Agrarian Reform (DAR) to shed light on the matter.

Baguilat said in September 2010, Buhid Mangyan leaders of Oriental Mindoro have filed a petition before the DAR for the cancellation of Certificate of Land Ownership Awards Reform (CLOAS) provided to non-indigenous peoples in areas within the ancestral domain of the Mangyans.

Baguilat said DAR Secretary Gil Delos Reyes has issued an Administrative Order No. 06 to help streamline the cancellation process of awarded CLOAS.

"For several years the Buhid Mangyans have remained patient and followed all the steps necessary for the proper determination of the merits of their claims," Baguilat said.

Baguilat said the Administration Order No. 06 provides that a circular inspection of the area be conducted and authorizes the use of video recordings during the inspection.

Despite the DAR administrative order, however, the officials of the agency in the regional or provincial levels have made no action.

Baguilat said the House bodies should ascertain the reason why DAR failed to follow the necessary procedure as provided in its order.

"We should determine the efforts exerted by the DAR officials to protect and promote the rights of Buhid Mangyans who were unduly affected by the erroneous awards of CLOAS to non-indigenous persons in Oriental Mindoro," Baguilat said.
