APPRO PANEL CONCLUDES BRIEFING ON P100.88-B PROPOSAL FOR SUCs; BUDGET INCREASE SOUGHT

The House Committee on Appropriations chaired by Ako Bicol Party-list Rep. Elizaldy Co on Monday terminated the briefing on the P100.88 billion proposed 2024 budget of State Universities and Colleges (SUCs).

Philippine Association of State Universities and Colleges (PASUC) President Dr. Tirso Ronquillo explained that the SUCs initially requested P331.34 billion, to fund the construction and rehabilitation of buildings, acquisition of equipment outlays, as well as information and communications technology modernization, among others.

Kabataan Party-list Rep. Raoul Danniel Manuel lamented the P4.1-billion deficiency for the Free Higher Education (FHE) program.

Dr. Ronquillo assured Committee members that the number of enrollees is based on the SUCs' absorptive capacities to ensure quality education for every student, despite the budgetary constraints.

The panel recognized that the education sector must be prioritized, and expressed support for the SUCs.

Baguio City Rep. Mark Go also appealed to the SUCs, saying that the government is only moving within a limited fiscal space.

Lawmakers also stated that the SUCs regularly submit financial accountability reports to their respective district representatives. Currently, SUCs only submit reports to the Commission on Audit (COA) and the Department of Budget and Management (DBM).

Abang Lingkod Party-list Rep. Joseph Stephen Paduano urged the PASUC to issue a memorandum circular on this matter.

Committee Vice Chairperson Surigao del Norte Rep. Francisco Jose Matugas II, CPA, CESO, LLB, presided over the briefing.
