APPRO COMMITTEE CITES DICT’S LOW BUDGET UTILIZATION

The House of Representatives Committee on Appropriations chaired by Rep. Elizaldy Co in its oversight function met on Thursday to review the budget utilization of the Department of Information and Communications Technology (DICT).

Committee Vice Chair Rep. Stella Luz Quimbo (2nd District, Marikina) noted the agency’s apparent slow use of its budget, “Disbursement is P318 million, actually yung 43.68% is actually receding because you divide the P318 with what was obligated, you divided the P318 million by the allotment that is actually 2.27 percent.”

Lawmakers questioned on the slow implementation of the National Broad Plan, as well as on the status of the utilization of the Free Public Internet Access Fund. DICT’s transfer of P1.1 billion out of their P12 billion fund to the MMDA was also raised during the meeting.

Rep. Co reminded DICT officials that included Secretary Ivan John Uy and Usec. Manuel Anthony Tan that “automation … is a campaign promise of the President,” adding that people’s expectations of DICT are high, “dapat kayo yung magaling sa automation. Let’s lead by example, para yung process mabago.”
