The House of Representatives under the leadership of Speaker Ferdinand Martin Romualdez during Wednesday's plenary session approved on Second Reading House Bill 7370 which seeks to resolve the issues of unemployment, underemployment and job-skills mismatch in the country.
Under the bill, a Tripartite Council shall be created to serve as the coordinating body among the government, academe and industry sectors to address deficiencies in the curriculum and training programs of the country.
The Council would primarily monitor national and international economic indicators, as well as gather data on unemployment, underemployment, and job-skills mismatch. The Tripartite Council shall also develop short and long-term policies, and recommend solutions to the President, Congress, and other government agencies.
The House also passed HB 7400, or the proposed "Enterprise-based Education and Training (EBET) Program Act," on Second Reading.
The bill seeks to create a national enterprise-based training and education system for middle-level workers to meet the demands of advanced and evolving technologies. It also aims to create a well-trained workforce to meet the requirements of employers and the labor market.
House Committee on Higher and Technical Education Chairperson and Baguio City Rep. Mark Go sponsored both bills during the plenary deliberation .
Other measures approved on Second Reading were 1) HB 7525, promoting reinvestments of proceeds made by a sponsor or promoter from the sale of Real Estate Investment Trust (REIT) shares and other related securities; 2) HB 7414,or the proposed "National Literacy Council Act," which aims to strengthen government efforts to improve the literacy rate and numeracy skills of learners, while ensuring that less-privileged Filipinos have access to quality and relevant community-based literacy programs; and 3) HB 7426, declaring the first Monday of August of every year as Line Workers Appreciation Day. Deputy Speaker Roberto Puno presided over today's plenary proceedings.
