HOUSE PANEL CONDUCTS BRIEFING ON MANILA PORT CONGESTION ISSUES

The House Committee on Metro Manila Development chaired by Manila Rep. Rolando Valeriano on Tuesday, held a briefing on the ongoing issues with importation traffic problems at the Manila Port. The discussions were based on the letter sent by the Practicing Customs Brokers Association of the Philippines, Inc. (PCBAPI) dated November 4, 2022. According to Valeriano, the PCBAPI urged the committee to investigate international shipping line agents' alleged business malpractices and the port's overcrowding of empty containers, which causes arbitrary container charges, container detention, and traffic congestion in nearby streets. PCBAPI Chairman Rey Soliman, LCB hoped that the panel would be able to help them in resolving the long-standing problem of port congestion. During the hearing, Manila Rep. Bienvenido Abante Jr. asked the stakeholders if the port had enough container yards or if other container yards outside of Manila were also being used. He then requested the presence of at least one BOC Commissioner in the succeeding hearings about the issue. Further, Valeriano directed the stakeholders to submit to the committee their proposed solutions on port congestions. Also, Manila Rep. Joel Chua said that he would file a House resolution to investigate further the exorbitant container fees or charges.
