The House Committee on Local Government chaired by Valenzuela City Rep. Rex Gatchalian and the Committee on Basic Education and Culture chaired by Pasig City Rep. Roman Romulo on Thursday in a joint hearing created a joint technical working group to consolidate and fine-tune House Bills 2950 and 3690, expanding and strengthening local school boards (LSB), as well as HBs 558, 1200, 1286, 1530, 1619, 3018, 3512, 1583, and 5932, expanding the utilization of the Special Education Fund (SEF). For his part, Gatchalian noted that the LSB expansion seeks to ensure that their meetings are “richer and more robust” by adding more representatives from various sectors. He said that the committee secretariat would confer with authors of the measure to streamline the list of proposed additional LSB members, and thresh out imbalances in representation. Department of Education NCR Regional Director Wilfredo Cabral raised that sectors that are being proposed to be included in the board should be involved in the discussion of Congress. He also expressed support for the measures, saying that this would help provide quality education to Filipinos. The joint TWG would be co-chaired by General Santos City Rep. Loreto Acharon and Muntinlupa City Rep. Jaime Fresnedi.
