Speaker Pospero C. Nograles, with Rep. Rufus Rodriguez, led House of Representatives (HREP) and World Bank officials at the opening of the Knowledge for Development Center (KDC) in the Ramon V. Mitra Building at the Batasan Complex Wednesday 3 February 2010. The HREP is the first non-academic institution to have such facility in the country. HREP Secretary General Atty. Marilyn B. Barua-Yap called the launch a "Renaissance" for the HREP electronic library and archives that digitizes the House's archives collection since 1907, has four computers and includes an audiophile collection of some 3,000 initially digitized for the KDC. Most importantly, the center includes a video-conferencing facility. The only other same facility is at the Asian Institute of Management in Makati City. Guests from the World Bank include Jesse Ang (IFC Resident Representative), Lada Strelkova (Country Program Coordinator), Ulrich Lachler (Lead Economist for Poverty Reduction and Economic Management in East Asia and the Pacific); Rosa Alonso I-Terme (Senior Public Sector Specialist); and Joel Mangahas (ADB Country Specialist).
