BILLS ON PROFESSIONAL FILIPINO ATHLETES’ HEALTH CARE, RETIREMENT, AND DEATH BENEFITS APPROVED

The House Committee on Youth and Sports Development chaired by Rep. Faustino Michael Carlos Dy III (5th District, Isabela) approved Monday, subject to style and amendments, House Bills 1962 and 9338, which would grant retirement, health care, and death benefits to professional Filipino athletes who win world championship titles in international professional sports competitions or in other equally prestigious international games. Rep. Manuel Cabochan III (Party-list, MAGDALO) said the benefits contained in his HB 1962 are “modest and inadequate" compared to the sacrifices and hardships Filipino athletes had to endure for the country. “But at least, the same will signify and symbolize our collective expression of gratitude for the honor and glory they have brought our country,” Cabochan said in the explanatory note of his bill. Meanwhile, Rep. Joy Tambunting (2nd District, Parañaque City) said her HB 9338 recognizes the honor, glory and pride professional Filipino athletes have given the country, as well as assures them that their efforts are not forgotten. During the hearing, Dy steered the committee into reconciling the disagreeing provisions of the two bills. Filipino athletes are those professional athletes who are citizens of the country, except those enjoying dual citizenship by virtue of RA No. 9225 or the “Citizenship Retention and Reacquisition Act of 2003.” They would be entitled to retirement benefits such as lifetime monthly pension, inclusion in health insurance care package customized for athletes by the Philippine Health Insurance Corporation, and death benefits, among others. The benefits would have retroactive effect and would be adjusted subject to the approval of the President. Meanwhile, the committee also approved, subject to style and amendment, HB 9339 authored by Tambunting, which would institutionalize sustainability in government-funded sports facilities. Likewise, the panel approved the consolidation of HR 2230 with the substitute resolution to HRs 2205 and 2224, authored by Reps. Alfred Delos Santos (Party-list, ANG PROBINSIYANO) and Dy, respectively, congratulating and commending Ernest John ‘EJ’ Obiena for winning the gold medal in the pole vault at the 17th International Golden Roof Challenge held in Austria on September 11, 2021.
