The House Committee on Ways and Means chaired by Rep. Joey Salceda (2nd District, Albay), in an online meeting Monday, approved without amendments the tax provisions of the substitute bill to House Bills 1903 and 3040. The substitute measure seeks to raise the discount rate from five to 10 percent on the monthly electric and water consumption of senior citizens, and exempt the charges on these utilities from the Value Added Tax (VAT). According to Rep. Rodolfo Ordanes (Party-list, SENIOR CITIZENS), sponsor of the measure and Chairman of the Special Committee on Senior Citizens, the bill would ensure discounts to promote the well-being of senior citizens by providing them with additional financial relief, particularly during these difficult times. The bill is principally authored by Reps. Mark Go (Lone District, Baguio City), Estrellita Suansing (1st District, Nueva Ecija) and Horacio Suansing (2nd District, Sultan Kudarat). The panel also approved the funding provisions of the following measures: 1) substitute bill to HBs 5782, 9956 and 10024, creating a National Endowment Fund for Sports Heroes to honor and provide incentives to national athletes. The bill is authored by Deputy Speaker Eduardo Villanueva, Reps. Lawrence Fortun (1st District, Agusan del Norte) and Joy Myra Tambunting (2nd District, Parañaque City); 2) substitute bill to HB 2496, creating the Zamboanga International Airport Authority, authored by Rep. Manuel Jose Dalipe (2nd District, Zamboanga City); 3) substitute bill to HB 6578, establishing the Lamon Bay Development Authority in Quezon Province, authored by Rep. Angelina Tan M.D. (4th District, Quezon) and; 4) substitute bill to HB 7968, creating the Barangay Microfinance Systems, authored by Rep. Geraldine Roman (1st District, Bataan).
