The joint technical working group (TWG) of the Committee on Agriculture and Food and the Special Committee on North Luzon Growth Quadrangle headed by Rep. Joseph Lara (3rd District, Cagayan) held its first and final deliberation Friday on House Resolutions 1348, 1345, and 1369, which seek to investigate the severe flooding in Cagayan and Isabela brought about by Typhoon Ulysses. HR 1348 is authored by Speaker Lord Allan Velasco. Lara underscored that the TWG does not intend to point fingers but to come up with the appropriate legislation that would help mitigate the recurrence and impact of such calamities. During the hearing, Department of Environment and Natural Resources (DENR) Regional Executive Director Gwendolyn Bambalan reported that the DENR, together with the Department of Public Works and Highways (DPWH) and other concerned agencies, has already begun dredging operations as part of the Cagayan River Restoration Project. As for the Department of Agriculture (DA), Regional Executive Director Narciso Edillo presented the agency’s key strategies to transform Philippine agriculture, which are consolidation, modernization, industrialization, and professionalization. For his part, Regional Director Jonathan Leusen Jr. of the Department of Interior and Local Government (DILG) Region II discussed their proposed projects, programs, and activities that can contribute to the adaptation and resilience of Filipino communities, consisting of 1) water harvesting and storage activities, 2) irrigation and drainage systems, 3) land rehabilitation for agricultural production, 4) land reforestation, and 5) land terracing. Meanwhile, Lara appealed to the government agencies to ensure the proper and continuous implementation of these initiatives, after they receive the necessary funding. “Sana pagtulungan natin ito, at makampante naman ang ating mga kababayan,” he said.
