Finally, RH Bill sees light

After more than a decade of public debate, by a vote of 113 to 104, the House of Representatives approved House Bill 4244 which provides for a "Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development." Presided over by Deputy Speaker Lorenzo TaƱada III (upper left photo) and under the watchful eye of Speaker Feliciano Belmonte, Jr. (second from left, lower left photo), the bigger chamber, after a series of marathon and heated debates watched closely by thousands of anti and pro supporters, tackled the measure principally defended on the floor by Rep. Edcel Lagman (lower right photo) until the second reading vote was held almost at dawn of Thursday, December 13, 2012. Final reading approval is expected before Congress adjourns for the Christmas break.
