Speaker Feliciano Belmonte, Jr. (center) receives the Great Parliamentarian Award from the Philippine Constitution Association (PHILCONSA) during the latter's monthly membership meeting on May 29 at the Manila Hotel. The PHILCONSA is an association composed of distinguished jurists, lawyers, academicians, political practitioners, public servants, and civic spirited citizens who have sworn to protect all the rights enshrined in the Philippine Constitution. Shown among others are: Manuel M. Lazaro, Chief Justice Reynato Puno (Ret.), Rep. Ferdinand Martin Romualdez, Ombudsman Aniano Desierto (Ret.), Justice Bernardo Pardo (Ret.) and Manila Mayor Alfredo Lim.
