PANEL TACKLES BILLS STRENGTHENING MENTAL HEALTH SERVICES AND ON IMPROVING THE QUALITY OF EDUCATION FOR FILIPINO STUDENTS

The House Committee on Basic Education and Culture, chaired by Rep. Roman Romulo (Lone District, Pasig City), on Friday tackled the unnumbered substitute bill to House Bills 2075 and 2732 or the proposed “Basic Education Mental Health and Well-Being Promotion Act." It seeks to strengthen the promotion and delivery of mental health services in basic education through the hiring and deployment of mental health professionals. It provides that the hiring and deployment of mental health professionals, subject to the guidelines set by the Civil Service Commission and the Department of Budget and Management, would be performed by the Department of Education (DepEd) to cover all public schools and DepEd offices nationwide. Similarly, the panel deliberated on the substitute bill to House Bill 5963 or the proposed “Teachers’ Salary Upgrading Act" which provides for a teaching supplies allowance for public school teachers. Meanwhile, a technical working group (TWG) was created, to be chaired by principal author Rep. Strike Revilla (2nd District, Cavite), to further discuss and finalize the provisions of the bill. The committee likewise created a TWG, to be chaired by principal author Rep. Macnell Lusotan (Party-list, MARINO), to draft a substitute bill to House Bills 1993 and 6574, seeking to integrate mandatory swimming and survival lessons and water safety in the K-12 basic education curriculum.
