The House Committee on Rules chaired by Majority Leader Rolando Andaya, Jr. on Thursday held a hearing in Naga City, Camarines Sur based on House Resolution 2104 and his privilege speech delivered on December 10, 2018, seeking an inquiry on the legal basis and possible effects of the shift from obligation-based to a cash-based budgeting system as proposed by the Department of Budget and Management for the fiscal year 2019 national budget. Andaya is inclined to seek the help of the Anti-Money Laundering Council (AMLC) in the House of Representatives investigation on government contracts in Sorsogon worth P551 million in 2018. During the hearing held at the Avenue Plaza Hotel, Andaya said he will request for all the bank transactions of C.T. Leoncio Trading and Aremar Construction, the favored local contractor who bagged contracts for the Barcelona-Casiguran Diversion Road worth P96 million, a tourism road in Bulusan National Park worth P115 million and the section of Daang Maharlika Road in Sorsogon worth P289 million. Andaya stressed that it was Budget Secretary Benjamin Diokno, not President Duterte or DPWH Secretary Mark Villar, who “masterminded” the P75 billion insertion in the 2019 budget. Among those present in the hearing were House Minority Leader Danilo Suarez, Senior Deputy Majority Leader Rodante Marcoleta, Reps. Gabriel Bordado and Anthony Bravo, Consolacion Leoncio, owner of C.T. Leoncio Trading and Construction, Dr. Elenita Tan, Director of the Professional Regulation Commission (PRC) Region 5 Office, and Regional and District Directors of the Department of Public Works and Highways (DPWH) Region 5 Office. | Eddie Galvez/Gilbert Engay
