The House Committee on Energy, in a hearing Monday presided by its Vice Chairman Rep. Carlos Roman Uybarreta (Party-list, 1-CARE), approved an unnumbered substitute bill seeking to establish an institute dedicated to energy research and policy. The proposed "Philippine Energy Research and Policy Institute Act" is authored by Ako Bicol Party-list Reps. Rodel Batocabe, Alfredo Garbin Jr., Christopher Co, and Rep. Luis Raymund Villafuerte (2nd District, Camarines Sur). It seeks to create the Philippine Energy Research and Policy Institute to enhance the country's capability for energy research and policy development. The Institute shall aim, among others, to conduct pertinent policy research on energy issues; ensure the coordination and timely dissemination of research results to key government agencies to guide policy and decision-making processes; provide timely technical assistance to the government on energy policy issues and other related matters; and serve as a medium in bringing together local and international experts in the field of energy through local and international linkages. Present during the meeting were Reps.
