On its second day of deliberations, the bicameral conference committee of the House of Representatives and Senate on the proposed Bangsamoro Basic Law (BBL) created six subcommittees to tackle Territory and Plebiscite (Article III and XV), Powers of Government (Article V), Parliament (Article VII), Justice System-Shari’ah (Article X), Public Order and National Security (Article XI), and Taxes and Fiscal Matters (Articles XII) of House Bill 6475 and Senate Bill 1717. Conference committee chairmen House Majority Leader Rodolfo Fariñas and Senate Majority Leader Juan Miguel Zubiri serve as ex-officio members of the subcommittees whose members include Reps. Juan Pablo Bondoc, Arthur Defensor Jr., Eugene De Vera, Khalid Dimaporo, Abdullah Dimaporo, Celso Lobregat, Amihilda Sangcopan, Mauyag Papandayan Jr., Rodante Marcoleta, Wilter Wee Palma II, Romeo Acop and Leopoldo Bataoil as well as Senators Franklin Drilon, Francis Escudero, Sonny Angara, Aquilino Pimentel III, and Risa Hontiveros. The conference committee shall resume discussions once the subcommittees are done with their meetings. The first day of conference committee deliberations held on July 9, 2018 already covered up to 14 of the 18 articles of the House and Senate proposals. The panel aims to come up with a clean bill to be ratified by July 23, 2018 when the 3rd Regular Session of the 17th Congress opens. (P Camero / CMB Engracia)
