The House committee on ways and means chaired by Rep. Dakila Carlo Cua (Lone District, Quirino) held this week a hearing on the implementation of the Internal Revenue Stamps Integrated System (IRSIS) on tobacco and alcohol products by the Bureau of Internal Revenue (BIR) and the Department of Finance (DOF), and the printing of the tax stamps by the APO Production Unit Inc. The committee scrutinized the security measures taken by the BIR to prevent the production of counterfeit stamps and protect the welfare of wholesalers, retailers and consumers. Deputy Speakers Romero Quimbo and Sharon Garin led lawmakers in raising questions about the IRSIS. Among those who briefed the committee about the IRSIS were Finance Secretary Carlos Dominguez III, BIR Commissioner Caesar Dulay and BIR Operations Group Deputy Commissioner Nestor Valeroso. / PC/GE/JMC
