Among his notable accomplishments and contributions to national policy were: The Electric Power Industry Reform Act (EPIRA) of 2001 (RA 9136); Amendments to Crop Insurance Corporation Charter (RA 8175); Amendments to The Code of Agrarian Reform (RA 7907); and Omnibus Measures on Bills on Taxation, Revenue Generation, Economic Measures, Environmental Concerns, Peace and Order, Health, Education, and many others.
