By next year, ASEAN nations will start its transformation into a single market with free movement of goods, services capital and skilled labor. Speaker Feliciano Belmonte, Jr. stressed that if our economy remains unattractive to foreign investments, Filipinos might not reap the benefits of economic integration.
To reverse the situation, the Speaker authored Resolution of Both Houses No. 1 or RBH No. 1, proposing the relaxation of the restrictive provision on foreign investments in the Constitution, by adding the phrase "unless otherwise provided by law," to allow Congress to craft pro-investment laws without prejudice to national patrimony.
Speaker Belmonte stressed that unless the Constitutionís strict economic provisions are reformed, we will be at the tailend of the ASEAN open-market competition.
