BILL DRAFTING CONTEST


As an institution of, for, and by the people, it is the duty of the House of Representatives to empower and ensure that all members of the Filipino society are represented and given the platform to participate in governance. The Bill Drafting Contest is one way in which we can strengthen the role of the youth in nation building through participatory policy-making.

Through the Bill Drafting Contest, we encourage the youth’s involvement in the Legislative Branch by letting them come up with legislative measures that are timely, well-researched, well-written, and responsive to the people’s needs.

 

OVERVIEW: CONTEST DETAILS
  • The Bill Drafting Contest is open to undergraduate students who have completed at least three (3) terms or semesters in colleges and universities in the Philippines.
  • Interested participants may join the competition by forming a team of three (3) students from the same college or university. Only one (1) bill entry shall be allowed per team.
  • The competition will have two (2) stages – the Preliminary Round and the Final Round.:
    1. In the Preliminary Round or “Bill Filing”, participating teams will submit their bill entries for the judges’ evaluation. From these bills, five (5) entries with the highest scores will be chosen to move on to the Final Round.
    2. In the Final Round or “Period of Sponsorship and Interpellation”, the selected teams are given the chance to deliver a ten (10) minute presentation, highlighting the salient points of their respective bills, followed by a fifteen (15) minute interpellation, in front of House Members, Committee Secretaries, and Board of Judges. The winners will be announced on the same day.

REGISTRATION
  1. To participate, interested teams must first pre-register via tinyurl.com/billdraftingpreregistration. Pre-registration is open from 23 June 2017 until 3:00 pm of 29 June 2017.
  2. After pre-registration, teams must confirm their participation to the Bill Drafting Contest. Below are the requirements to confirm participation.
    1. For participating teams whose colleges and universities are located within Metro Manila:
      1. Confirm participation firstly, by having at least one (1) team member attend the Bill Drafting Seminar on 6 July 2017, from 8:30 am to 12:00 noon, at the House of Representatives, Quezon City. Secondly, during the same event, teams must submit to the designated receiving area, hard copies of the following duly accomplished registration form and requirements:
        1. Team Registration Form [PDF , 1.1Mb]
        2. Each Team Member’s Transcript of Records (from 1st year to present); and
        3. Photocopy of Each Team Member’s School ID
    2. For participating teams whose colleges and universities are located outside Metro Manila:

      Participating teams whose colleges and universities are located outside Metro Manila must choose one (1) of the two options below to confirm their participation.

      1. OPTION 1 (Similar to the requirement for teams whose colleges and universities are located within Metro Manila)
        1. Confirm participation firstly, by having at least one (1) team member attend the Bill Drafting Seminar on 6 July 2017, from 8:30 am to 12:00 noon, at the House of Representatives, Quezon City. Secondly, during the same event, teams must submit to the designated receiving area, hard copies of the following duly accomplished registration form and requirements:
          1. Team Registration Form [PDF , 1.1Mb]
          2. Each Team Member’s Transcript of Records (from 1st year to present); and
          3. Photocopy of Each Team Member’s School ID
      2. OPTION 2
        1. Confirm participation firstly, by having at least one (1) team member participate in the video conference of the Bill Drafting Seminar on 6 July 2017, from 8:30 am to 12:00 noon (Details of the video conference to be provided after pre-registration).
        2. Secondly, teams must submit hard copies of the abovementioned duly accomplished registration form and requirements to the following address on or before 5:00 pm of 6 July 2017, to confirm participation:

GUIDELINES: PRELIMINARY ROUND OR "BILL FILING"

In the Preliminary Round or “Bill Filing”, official participating teams will submit their bill entries for the judges’ evaluation. From these bills, five (5) entries with the highest scores will be chosen to move on to the Final Round.

  1. Participants must submit both soft copies (Word file and PDF format) and hard copies of their bill entries from 10 July 2017 until 7:00 pm of 16 August 2017.
    • Soft Copy or Online Submission

      Email the soft copy (Word file and PDF format) of the bill entry to bdc2017.house@gmail.com from 10 July 2017 until 7:00 pm of 16 August 2017.

    • Hard Copy Submission

      Submit hard copy of the bill entry to the following address during office hours (8:00 am to 7:00 pm), from 10 July 2016 until 16 August 2016:

  2. Both soft copy and hard copy submissions must be the exact same version for it to be considered as an official entry. Failure to comply to this rule means automatic disqualification from the competition. Please note that once entry has been submitted, no other versions or revisions shall be accepted.
  3. Submitted bill entries must be in accordance with the Parameters specified below:

    PROPOSED BILL must --

    1. Be a National Legislation – bill of national importance
    2. Be a Special Law – original; not an amendatory bill
    3. Consist of not less than ten (10) but not more than twenty (20) sections
    4. Use the following format/outline:

      Explanatory Note (Rationale/Objective/Reason)

      1. Constitutional Basis
      2. Factual bases (e.g. statistics, survey, reports, study)
      3. Legislative history *
      4. Features of the bill

      Body of the Bill

      1. Introductory Provision
        1. Long Title
        2. Short Title
        3. Declaration of Policy
        4. Definition of Terms
      2. Substantive Provisions - main thrust/purpose of the bill; right or prohibit
      3. Administrative Provisions* - who will/how to implement
      4. Enforcement * - Penalty Provisions: imprisonment or fines
      5. Final Provision
        1. Separability Clause *

CRITERIA FOR JUDGING

The Criteria for Judging for the Preliminary Round shall be discussed during the Bill Drafting Seminar on 6 July 2017.

GUIDELINES: FINAL ROUND OR "PERIOD OF SPONSORSHIP AND INTERPELLATION"

The guidelines for the Final Round shall be available once the winners of the Preliminary Round have been determined.
