Yes, elevating disaster management to department status gives government the necessary administrative tools to effectively address climate change and its effects by supervising local government actions on disaster management, receiving and allocating aid and donations, and marshalling the country’s security forces in times of national calamities – all of which are presently lacking in government.

No, the creation of such department is redundant. The National Disaster Risk Reduction and Management Council (NDRRMC) is already tasked and well equipped to handle disaster management. Congress should focus on strengthening the NDRRMC.
